I got permission from internal communication (Call/Mail).
For non-employees you can visit Kelani Valley Plantations HO and tell your requirement and request permission.
On my previous visit to Wawlagala - we were returned by Gate Keeper and he said to get permission we should visit the Halgolla Factory on a Thursday and get permission from there.
